SINGAPORE - In the light of the more transmissible Covid-19 strains and evidence showing that the virus can be transmitted through aerosols, people should be selecting masks with higher filtration capabilities. The Straits Times looks at what this means and the types of masks which could offer sufficient protection. Q: What does "higher filtration capability" mean? A: A mask's filtration capability refers to how well it is able to filter respiratory droplets, which may contain bacteria or the Sars-Cov-2 virus, and prevent these from going through. This is commonly measured by looking at the mask's particle filtration efficiency (PFE) and its bacterial filtration efficiency (BFE). The PFE measures how well the mask is able to prevent aerosolised droplets - of around 0.1 micron in size - from escaping, whereas the BFE measures how effectively the mask can filter bacteria-containing droplets which are about 3 microns in size. The Sars-CoV-2 virus is said to be around 0.12 micron in size. A good mask - which meets the requirements for medical and surgical standards - should have a BFE or PFE of at least 95 per cent, meaning that it is able to prevent 95 per cent of all such particles from going through. Q: Which masks should I wear and which should I throw away? A: You can wear surgical masks, or any of the masks given out by the People's Association or Temasek Foundation during the nationwide mask distribution exercises. These include the DET30 mask, the Proshield mask, and the Livinguard mask. Cloth masks which are made of at least two layers are also permissible. When purchasing surgical masks, it is important to ensure that it has been tested for either BFE or PFE against international standards such as ASTM. This can usually be found on the side of the surgical mask box. You should stop wearing single-layered masks, or masks with exhalation valves, as these do not have the same filtration capability or level of protection as double-layered and surgical masks. A mask with an exhalation valve may be more comfortable and can be appropriate for haze, but there is a risk of aerosols and droplets escaping through it, especially when an infected person wearing it sneezes or coughs. Q: What are reusable masks usually made of and what kind of material should I look out for when purchasing a reusable mask? A: Most reusable masks are made of cloth. When selecting a reusable mask, it is good to ensure that the outer layer is made of polyester, as it is a water-resistant material and can repel droplets from entering the mask. The inner layer of the mask should be made of a finely woven fabric, so that it is able to prevent respiratory droplets from escaping. Some masks, such as the Proshield mask given out by Temasek Foundation, also have an inner pocket for filter inserts. This can help to improve the filtration efficiency of the mask. A: You should wash your masks once a day after use, so as to ensure that microbes from the skin do not remain trapped on them. This is because, beyond that, the filtration capability or antibacterial quality of the mask may not be as effective as before, especially if the material has been stretched or loosened over time. For instance, the Livinguard masks given out by Temasek has two layers of treated cotton fabric which has antiviral and antibacterial properties. However, the antiviral and antibacterial performance of the mask will be gradually reduced after 30 washes. This mask needs to be washed only once a week, and if worn daily and washed weekly 30 times, it can be used daily for about seven months. You can also wash the mask daily if you wish, but its lifespan will then be much shorter. Q: With variants of the virus circulating, do I need to double-mask? A: No, it is not necessary, as long as you already have a good quality mask that properly covers your nose and mouth. NEC Contributes to Development of Artificial DNA Aptamer that Binds to the Novel Coronavirus (SARS-CoV-2)

MSS aptamer biosensor mechanism (under development)Overview of AptamersSARS-CoV-2 enters into human cells when the spike protein, Receptor-Binding Domain ((2), RBD), on the surface of the virus binds to the ACE2 receptors (3) on the surface of human cells.The aptamer developed by NEC Solution Innovators targets RBD, which is the key to infection, then traps the virus by recognizing the three-dimensional structure of the RBD and binding very strongly to it ((4), a dissociation constant indicating the strength of the binding between molecules is less than 1nM). This aptamer uses a new modified base called Base appended Base ((5), Patent No. 6763551), which was developed by NEC Solution Innovators and Gunma University from 2014-2017 supported by a grant for "Adaptable and Seamless Technology Transfer Program through Target-driven R&D" (A-STEP) from the Japan Science and Technology Agency (JST). Three variants of SARS-CoV-2, including the original strain (WK521 Wuhan strain) and two mutant strains (TY7-501 Brazilian and QK002 UK strains) are being studied by academic laboratories in collaboration with the NEC Group. The binding assessment tests with aptamers were conducted in a biosafety level 3 ((6), BSL3) laboratory, which is allowed to handle SARS-CoV-2. Binding assessment tests were conducted using the Direct ELAA method (7), in which viruses were adsorbed onto plates and detected with enzyme-labeled aptamers. As a result, a strong binding of aptamers to SARS-CoV-2 was observed in all three strains.Future ProspectsNEC is developing a measuring device that enables spatial monitoring of SARS-CoV-2 by combining MSSs (8), Membrane-type Surface Stress Sensor) and an aptamer that binds to SARS-CoV-2. This measuring device is designed to be used in spaces where people gather and spend time in close proximity, such as public facilities, restaurants, lodging facilities, event venues and offices. In fiscal 2021, NEC expects to provide a prototype of a fixed-type spatial monitoring measuring device for companies, universities and other research institutions that perform virus measurement and other measures. In addition, in fiscal 2022, NEC aims to provide a biosensing system that can be used for space monitoring and as an embedded device for equipment such as air conditioners.The NEC Group is developing next-generation biosensors using an aptamer that can be stably produced in large quantities. The aptamer, which binds strongly to SARS-CoV-2, was found to have a weak inhibitory effect on infection against TMPRSS2 expressing Vero E6 cells derived from African green monkey kidney epithelial cells (9), which are highly susceptible to SARS-CoV-2 infection. Singapore ranked third as least corrupt country in the world, top in Asia: Transparency International

SINGAPORE - Singapore has again made it to the top ranks of the least corrupt countries in the world based on a global survey released annually. The Republic along with Finland, Switzerland and Sweden scored 85 points each, tying for third place in the 2020 Corruption Perceptions Index released by the global anti-graft movement, Transparency International, on Thursday (Jan 28). Denmark and New Zealand earned 88 points each to tie for top spot among the 180 countries and territories surveyed. Singapore took top spot in Asia, the only Asian country to make it to the top 10. Transparency International chair Delia Ferrerira Rubio said the Covid-19 pandemic in the past year was as much a health and economic crisis as well as of corruption which the world was failing to manage. "Those with higher levels of corruption have been less able to meet the challenge," she noted. "But even those at the top of the (index) must urgently address their role in perpetuating corruption at home and abroad." Corruption often intensifies the effects of a crisis and when combined with a public health emergency like Covid-19, poses a threat to lives and livelihoods, said Transparency International (TI). The Berlin-based non-governmental organisation cited its own research from 2019, which found that corruption deprives the global health sector of over US$500 billion (S$$665 billion) annually. Countries that perform well on the index invest more in health care, are better able to provide universal health coverage and are less likely to violate democratic norms and institutions or the rule of law, added TI. For instance, Uruguay, which scored the highest (71) in Latin America, had a robust epidemiological surveillance system aiding its response to the coronavirus, it said. At the other end of the scale, Bangladesh (26), was rife with bribery in health clinics, misappropriated aid and corrupted procurement of medical supplies. The year in the United States, TI said, was marked by alleged conflicts of interest and abuse of office at the highest level, topped off by weak oversight of a US$1 trillion Covid-19 relief package which raised serious concerns over accountability. As a result, the superpower continued its downward slide in the index to an all-time low of 67 points since 2012, when it was last revised. Since that year, Singapore has not scored below 84 points or ranked lower than seventh in the index which is derived from 13 expert assessments and surveys of business executives. As a region, the Asia-Pacific - which includes Australia and New Zealand - scored an average of 45, second only to the average of 66 for countries in Western Europe and the European Union. More than two-thirds of all the countries attained less than 50 points, with the average score being 43. Nearly half of those on the index have remained stagnant on it for almost a decade - indicating stalled government efforts to tackle the root causes of corruption, said Transparency International. The anti-corruption watchdog recommended ways to stamp out graft and better respond to future crises. It urged all governments to strengthen oversight of institutions, ensure open and transparent contracting, defend democracy and promote civic space, publish relevant data and guarantee access to information. Motor racing: F1 team principal Abiteboul leaves rebranding Renault

PARIS (AFP) - Frenchman Cyril Abiteboul is leaving Renault, where he was Formula One team principal, the company announced on Monday (Jan 11) in a press release. Laurent Rossi, director of strategy and business development for Renault, will take over the motor sports unit which will be rebranded Alpine. The Formula One team, which is based in Enstone in England, will replace its predominantly yellow livery with the red, white and blue of the French flag. That leaves the responsibility for running the F1 team open and its executive director, the Franco-Polish Marcin Budkowski, could take over the reins. Abiteboul, 43, joined Renault in 2001 and has spent most of his career there, apart from a stint at the head of the Caterham F1 team from 2012 to 2014. He oversaw the Renault team's return to F1 in 2016. The team, which won 12 constructors title between 1992 and 2013, was unable to repeat that level of success, but did return to the podium twice as Daniel Ricciardo finished third twice while Esteban Ocon recorded his first top-three finish when he came second in the Sakhir rand Prix in Bahrain. Ricciardo is leaving the team and will be replaced by Fernando Alonso, who will turn 40 during the season. The Spaniard won his two world titles with Renault in 2005 and 2006.

HDB to launch 17,000 BTO flats in 2021, including in Bidadari, Queenstown and Geylang

SINGAPORE - About 17,000 Build-To-Order (BTO) flats will be launched in 2021, keeping the supply of new flats in line with what was launched this year. However, given the economic uncertainty due to Covid-19, the Housing Board will monitor the housing market closely and calibrate flat supply if required, said National Development Minister Desmond Lee in a Facebook post on Monday (Dec 21). A total of 16,752 BTO flats were launched across three sales exercises this year. Typically, the HDB holds four BTO sales exercises in a year, but due to the Covid-19 pandemic, the May BTO exercise was deferred and combined with the August BTO exercise. Next year, new flats will be offered in mature estates such as Geylang, Kallang/Whampoa, Bidadari estate in Toa Payoh and Ulu Pandan estate in Queenstown. Non-mature estates such as Bukit Batok, Tengah and Woodlands will also see new flats, to offer flat buyers "a wide range of options to choose from", said Mr Lee. This includes Singapore's first assisted living public housing for seniors in Bukit Batok, which will be launched next February. These 160 flats, which are expected to be completed in 2024, come with a mandatory service package to support seniors who wish to live on their own and yet enjoy some care, support and communal activities. Many of the upcoming public housing developments will incorporate features such as electric vehicle-ready carparks, smart LED lighting in common areas that dims when there is little human traffic and smart pneumatic waste conveyance systems, which send household waste through an enclosed underground pipe network to a centralised bin centre, said Mr Lee. These features are part of HDB's new road map called Designing for Life that will guide the designing and planning of HDB towns and flats for the next decade or so. "Home owners can look forward to features which will help make our towns and estates more liveable, efficient, sustainable and safe," said Mr Lee. Greenery will continue to be a big part of public housing developments. "In coming up with the housing plans, HDB has engaged and taken in the feedback of various partners, including nature groups, to try and strike a balance between conservation and developmental needs," said Mr Lee. For the first time in 14 years, new BTO flats were launched in the mature estate of Bishan across two housing projects, and both were heavily oversubscribed. A*Star, alternative protein firm Perfect Day setting up joint R&D lab in Singapore

SINGAPORE - Alternative protein company Perfect Day, which produces animal-free dairy proteins, is linking up with the Agency of Science, Technology and Research (A*Star) to set up a research and development lab here. The lab, which will open in April 2021, will support the California-headquartered firm's global R&D activities. It will help ensure the accuracy, specificity and consistency of the firm's processes and products, which can be used to make milk, cheese and ice cream. At the same time, Perfect Day will also hire and train a pool of researchers, scientists and engineers for microflora protein innovation in Singapore, helping to develop the local R&D talent and exposing them to high-value opportunities. Announcing the lab on Monday (Dec 21) during a visit to A*Star, Trade and Industry Minister Chan Chun Sing noted how the agri-food tech sector is one of growing importance in Singapore's economy as the world looks for innovative, cost-effective and sustainable food solutions to feed its growing population. The sector remains a bright spot amid the coronavirus pandemic, which has disrupted and weakened food supply chains globally, he added. "Leveraging on Singapore's unique farm-to-fork ecosystem and track record for technical capabilities, quality branding and intellectual property protection, we aim to capture a significant share of the economic opportunities in the agri-food tech sector," Mr Chan said. Mixed martial arts event to proceed despite cornerman testing positive

One Championship's Big Bang event at the Indoor Stadium will proceed as scheduled on Friday night despite a cornerman of one of the athletes testing positive for Covid-19, the mixed martial arts organisation and the Singapore Tourism Board (STB) said yesterday. In a joint statement, they said the cornerman, who had tested negative before his departure from Belarus, had tested positive on arrival here last Friday. He was taken to a hospital and is currently undergoing treatment. "As part of the stringent protocols for foreign athletes and crew taking part in this event, he was placed in isolation since arrival," said the statement. "Three other individuals participating in the event, who were on the same flight as the cornerman, are currently serving their quarantine in a dedicated facility." In combat sport, cornermen can be trainers, coaches, cutmen or training partners, and often spend a lot of time in close proximity to their fighters. Protocols for the upcoming live event, which can have up to 250 fans in attendance, include the requirement for all foreign-based athletes, cornermen and staff to be isolated until they receive a negative Covid-19 test result, after which they will follow a strictly controlled itinerary that has been pre-approved. Foreign-based athletes and One Championship's production crew are also required to be tested four times - before they leave their country, on arrival in Singapore, as well as before and after their fights. "Public health and safety remain our top priority," said One Championship and STB. "This case was detected through the screening protocols and stringent measures that were put in place to safeguard the health of our local community as well as the athletes and production crew." There were two positive cases detected ahead of One Championship's Inside the Matrix event on Oct 30, which was the first live sports event here since the pandemic to feature spectators. It welcomed 250 fans. The two cases, involving cor-nermen from the United States and Russia, were determined to be past infections after serolo-gical tests were conducted. On the night of the Inside The Matrix show, STB and One Championship announced the pair had recovered but were kept out of the event as a precautionary measure. Big Bang will be One Championship's third event here since the outbreak. The first was on Oct 9 behind closed doors before Inside The Matrix. A fourth show, Collision Course, has been scheduled for Dec 18. Various international sporting events have gone on despite positive coronavirus tests among athletes or officials, or have been managed through isolation. Most notably, the English Premier League conducts testing routinely and announces the test rate as well as number of positive results, without naming the players or clubs involved. Those who test positive will self-isolate for 10 days while games are played as scheduled. The National Basketball Association (NBA) completed its 2019-20 regular season and playoffs in October inside a secure "bubble" at Disney World in Orlando, Florida, with players tested daily and required to quarantine for 48 hours after they arrived, or until they returned two negative Covid-19 tests at least 24 hours apart. ICC must deliver or pay up

WELLINGTON • New International Cricket Council (ICC) chairman Greg Barclay yesterday said his organisation must deliver its pinnacle events over the next three years or there will be serious financial consequences for the sport. The Covid-19 pandemic has forced the ICC to reschedule three of its world tournaments, including this year's men's T20 World Cup, to next November. Barclay, who was confirmed as chairman of the world governing body on Tuesday, said it was contracted to deliver them within the current broadcasting agreement, failing which there would be serious financial consequences. "We have got to deliver the world events that are to come and those that are postponed," the New Zealander said of the agreements that expire in mid-2023. "Not just for the cricketing outcomes but there are commercial concerns as well." Besides the men's Twenty20 World Cup, which will still be held in Australia, and the next women's World Cup, which has been moved to 2022, the men's 2023 World Cup in India has also been pushed back from February and March to October and November that year. "If we fail to deliver all of those events, then we will be penalised by the broadcasters and we won't receive the last of the ongoing payments," added Barclay. "That, in turn, is going to affect the ICC's ability to invest in its own programmes and enable it to make distributions to members. Unfortunately, a lot of the ICC members are heavily reliant on those disbursements." Barclay has replaced interim chairman Imran Khwaja, who temporarily took over from Indian Shashank Manohar after his second two-year term ended in July. Singaporean Imran, who is also a partner at law firm Tan Rajah & Cheah, had been deputy chairman of the ICC since 2017 and was the former Singapore Cricket Association president. Barclay, who has served as New Zealand Cricket's representative on the ICC board for the last six years, has stepped down from that role to lead the global body. 4,000 fans can return to some English stadiums

LONDON • Some English Premier League (EPL) clubs can look forward to welcoming back spectators in highly limited numbers next month for the first time since March, following an announcement by the British government on Monday. Up to 4,000 people can return to outdoor sports stadiums in parts of England classified as being at low risk from Covid-19 from Dec 2, permitting the resumption of attendance at football, rugby and racecourses among other sports. The crowd ceiling will be set at 4,000 or half the stadium capacity, whichever is lower, in the lowest-risk "tier one" parts of the country once a stricter lockdown due to the pandemic ends, the government said. In "tier two" areas, the limit will be 2,000 outdoors, or half the capacity, it said. Only home fans will be permitted, to prevent unnecessary travel on public transport by opposing fans. In the highest "tier three" regions where Covid-19 remains acute, no fans will be allowed. A few pilot events have been held with spectators, such as a cricket match at The Oval, while Brighton hosted Chelsea before this season's Premier League got underway. However, England's football and rugby leagues, and horse racing venues, have not allowed spectators since the first lockdown began in March. The government said it would spell out which regions will sit in which tier tomorrow, based on the latest weekly Covid data. The EPL said on Monday that eight people had returned positive results in its latest round of Covid-19 tests conducted on players and staff last week. A total of 76 people have been diagnosed with the virus in 12 rounds of testing this season. Prior to the current lockdown, most of the country including London, was in tier two. But three of the biggest Premier League clubs - Liverpool, Manchester United and Manchester City - are located in tier three areas, so it remains to be seen whether they will be allowed to admit fans after Dec 2. EPL chiefs welcomed the news, while making it clear only a return to bigger crowds will ease the sport's financial problems. "Our ambition remains to work with Government to increase attendance to more substantial levels," it added in a statement, noting that clubs have a "proven track record of achieving high-biosecurity standards". The Football League, which governs the three divisions below the top flight, said: "While today's news is subject to regional restrictions, it is an important step in achieving a return to normal, alongside it being crucial to addressing the significant revenue gap left by a lack of spectators and other revenue streams." Singapore team’s Covid-19 neutralising antibody test kit is first to get US FDA approval

SINGAPORE - A kit that detects whether someone has antibodies which neutralise the coronavirus, invented by local researchers, has become the first of its kind to receive authorisation from the United States' Food and Drug Administration (FDA). On Friday (Nov 6), the FDA said on its website that it had given emergency use authorisation for the kit, known as cPass. cPass was invented by a team led by Professor Wang Linfa, director of Duke-NUS' emerging infectious diseases programme, and co-developed with biotech company GenScript Biotech Corporation and the Agency for Science, Technology and Research's (A*Star) Diagnostics Development Hub (DxD Hub). It can be used to see if vaccines work, check what proportion of the population has already been infected, and to assist in contact tracing by enabling the health authorities to retrace the steps of the virus. cPass also does not require highly specialised equipment or training to use, and returns results in just an hour. On Sunday, Prof Wang told The Straits Times that the FDA's approval was extremely significant not just for his team, but for Singapore as well. He said: "To have the FDA approval as the first and only commercial kit to determine neutralising antibodies for Sars-CoV-2 in the world is a very high bar to reach. This is an incredible recognition for our team and the Singapore research and biotech landscape. "The total critical mass of Singaporean biomedical R&D is less than 1 per cent of the (world's), and yet we are the international leader in this area for Covid-19." FDA said it had previously issued emergency use authorisation to some 50 serology tests, which also detect antibodies. But it added that these kits only detect the presence of binding antibodies, which bind to a virus but do not necessarily decrease its ability to infect and destroy cells. He said: "There are still many unknowns about what the presence of Sars-CoV-2 antibodies may tell us about potential immunity, but today's authorisation gives us another tool to evaluate those antibodies as we continue to research and study this virus."
