Myanmar Government to Re-Open Land Borders, Resume International Travel in Early 2022 After Achieving Vaccination Targets Amid Clear Signs of Economic Recovery

Nay Pyi Taw, Myanmar, Nov 16, 2021 – (ACN Newswire) – The Myanmar Government announced today it will reopen land border crossings with China and Thailand next month ahead of a planned resumption of international air travel by the end of the first quarter of 2022, as vaccination rates have improved significantly amid clear signs of economic recovery from the COVID-19 pandemic. Minister of Information Mr Maung Maung Ohn said travel restrictions will be eased by January 2022 at Muse which borders Ruili city in China’s Yunnan Province and at the three Myanmar towns of Tachileik, Kawthaung and Htee Kee which border Thailand. Travel at border crossings with Laos, India and Bangladesh are currently permitted due to lower incidences of infection. Status of COVID-19 Infection Rates, Deaths & Vaccinations Between the first case of pandemic infection in the country on 23 March 2020 to 12 November 2021 (20 months) Myanmar’s Ministry of Health has recorded a total of 511,717 cases of infection and 18,899 deaths due to COVID-19. In the week (to 12 November) a daily average of 919 new confirmed cases were detected with a positivity rate of 4.2% while 20 deaths were recorded – a fatality rate of 2.3%. These compare with 3,901 new confirmed cases (positivity rate of 30.8%) and 172 deaths (fatality rate of 8.1%) in the first week of August 2021. The numbers of new confirmed cases and deaths have fallen to 76.4 percent and 88.5 percent, respectively, over the comparative periods. The Government continues to receive vaccines through donations and national procurement programmes. Most of the vaccines are from China. As at 12 November 2021, the Health Ministry had administered at least one dose of vaccine each to 14.4 million citizens above the age of 18, or 42.5% of the population. This will increase to 50% of the population by end of 2021. To date more than 21 million doses of various vaccines have been administered. By April 2022 Myanmar would have sufficient vaccines to inoculate the entire population. “Our priority is the health and well-being of each citizen. The vaccinations are being carried out without any discrimination, including of prisoners and members of ethnic armed organisations. However, some individuals who had been involved in civil disturbance activities are reluctant to register for vaccination, especially in major cities,” said Minister Mr Maung Maung Ohn. Procedures To Prepare for Resumption of Air Travel in Q1 2022 With the fall in infection and fatality rates and the acceleration of the vaccination programme, the State Administration Council is accelerating resumption of social and economic activity to restore national stability following the challenges of the pandemic and the internal social unrest. To prepare to resume international air travel, six Government ministries are coordinating efforts to standardise testing and safety procedures such as social distancing, contact tracing and quarantine as well as vaccination status certification, the Minister said. “Air travel is important to facilitate the return of Myanmar citizens, expatriates, aid and development workers, and international business travel. We must ensure that hotels, transportation, health facilities, airports and airline operators are ready to meet the standard operating procedures. We will keep various embassies informed of progress,” he said. “We are cautiously assessing infection rates abroad ahead of the European winter. Once our vaccination programme reaches targets and if global infection rates drop, we intend to resume international air travel in the first quarter of 2022,” he said. “This will benefit not just tourism but also commercial activity and bilateral social, cultural and development activities and exchanges. In recent months we have received substantial foreign interest in investments and business opportunities. These parties are eager to travel to Myanmar to conclude transactions,” he added. Re-Opening of Schools & Universities With most students above 18 already vaccinated, the Ministry of Education has started to reopen schools. In the first phase that began 1 November 2021, all schools from Grade 1 to 11 (except those in 46 townships) – involving over 473,000 students – were reopened. About a quarter million tertiary students will resume studies next month when universities and colleges reopen. Since the re-opening of schools there has not been any incident of pandemic infection or fatality. This is due to the vaccination programme and health procedures. As some teachers have not returned to work due to social disturbances and fear of their safety, nearly 7,000 new teachers and over new 3,700 tertiary educators have been appointed in recent months to make up for the shortfall. Economic Recovery and Resumption of Social Activity Despite clear evidence of economic sabotage and the effects of the pandemic, economic activity has largely restarted across most parts of the country with the onset of the dry season last month, the Minister said. The Myanmar Government has introduced emergency economic relief in the form of grants to farmers, and to the fisheries and livestock sectors. It has also extended credit to rice exporters and offered assistance to small and medium enterprises. The Minister noted that the Myanmar currency has strengthened from as low as 2,500 kyat last month to about 1,800 kyat currently. This underscores the economic recovery and success of efforts to counter rumours about the currency. The Central Bank of Myanmar recently strengthened online transactions, introduced incentives and other measures to reduce regulatory red tape, and conducted regular dialogue with local banks to maintain trust. “Myanmar is recovering from challenges of a health pandemic, an economic downturn and social and political disturbances. The vaccination programme and the economic recovery efforts are gaining momentum. PR charged with making false declaration so he could serve SHN at home

SINGAPORE - A Singapore permanent resident who arrived at Changi Airport on July 14 allegedly lied on his declaration form for opt-out travellers so that he could serve his stay-home notice (SHN) at home. Taiwanese Lu Yi Yin, 48, is said to have declared that he would be occupying his home alone or with household members with the same travel history and serving their SHN during the same period. He was then told to serve his SHN from July 14 to 28. Enforcement officers conducted a check at his home the following day and found two other household members there who did not share his travel history. Lu, who appeared in a district court on Friday (Oct 15), was charged with an offence under the Infectious Diseases Act. Court documents did not disclose from where he had flown as well as details about his home address and household members. Since Aug 11 last year, all travellers serving their SHN outside of dedicated facilities are required to wear an electronic monitoring device throughout their SHN period. Among the criteria, the traveller has to occupy his or her place of residence alone, or only with household members who share the same travel history and are serving SHN of the same duration. S’pore-Hong Kong air travel bubble to start on May 26: Ong Ye Kung

SINGAPORE - The much-anticipated air travel bubble to allow quarantine-free travel between Singapore and Hong Kong is set to take off on May 26 - six months after its initial planned launch. Originally planned to start in November last year, it was deferred by both parties due to the worsening Covid-19 situation in Hong Kong. Singapore's Ministry of Transport (MOT) said on Monday (April 26) that the travel bubble will have a cautious start. There will be one flight a day in each direction, capped at 200 passengers on each flight for the first two weeks. The numbers will be reviewed thereafter. In addition, they must now download and install Hong Kong’s LeaveHomeSafe app on their mobile devices prior to leaving Singapore for Hong Kong. If the air travel bubble has to be suspended when the seven-day moving average of the unlinked community cases in either Singapore or Hong Kong increases to above five, it can resume only when the Covid-19 situation has stabilised. As earlier announced, travellers will have to undergo Covid-19 pre-departure and on- arrival polymerase chain reaction tests in lieu of quarantine or SHN; and travel on designated flights. Transport Minister Ong Ye Kung said: "I am happy that Hong Kong got the Covid-19 situation under control. It has been a long few months, but the conditions are now ripe again to relaunch the ATB (air travel bubble). Both sides will need to stay very vigilant in the next one month, so that we can launch the first flights smoothly." Hong Kong's Secretary for Commerce and Economic Development, Mr Edward Yau, said in the media release: "With gradual stabilisation of the fourth wave of epidemic in Hong Kong, we have been engaging in active discussion with Singapore on the relaunch of ATB. "The two governments have reached consensus on the latest arrangements and will put in place more stringent public health protocols in response to the latest epidemic development. "Our goal remains striking a right balance between public health and travel convenience so that the public will feel assured while providing certainty." Singapore and Hong Kong said then that they would update on the new launch date within two weeks. On Dec 1, the Civil Aviation Authority of Singapore said that both cities had decided to defer the start of the travel arrangement to beyond 2020, given the high number of unlinked cases in Hong Kong. MRT delay on North-South Line during peak hours due to platform door fault

SINGAPORE - Trains heading towards Marina South Pier on the North-South MRT Line were delayed by a screen door fault during peak hours on Friday morning (March 19). At 8.28am, operator SMRT told commuters on Twitter to add 10 minutes of travel time from Ang Mo Kio to Braddell due to a platform screen door fault. Mr Arjun Nair was on his way to work from Khatib MRT station to Tanjong Pagar MRT station when an automated announcement informed him around 8.20am that his train would be delayed because of the fault at Bishan. "The train slowed down at Yio Chu Kang station, where it started to jerk as it moved," said the 26-year-old health and safety officer. He alighted at Ang Mo Kio MRT station and waited for close to 20 minutes. He watched two "packed" trains go by before boarding one. "A lot of people were looking at the time," he added. "Some tried to jump the queue and board the train." Other commuters said on Twitter that the delays were longer than 10 minutes, with several lamenting that they were late for work. Twitter user yzfanggg said at 8.44am: "It took me 30 minutes travel time from AMK to Bishan and I'm late for work, it would be great if y'all don't lie about the travel time??" At 9.01 am, another user vaayadii said that the train was moving slowly and it took nearly 30 minutes to board the train. BERLIN (AFP) - Germany's strict new travel restrictions have cast doubt over RB Leipzig's Champions League last 16 meeting with Liverpool, after a government spokesperson told AFP on Monday (Feb 1) that the rules do not exempt professional athletes. The ban on travellers from countries hit by new, more contagious coronavirus variants such as Britain contains "no special provision for professional sportspeople", an interior ministry spokesperson told AFP. Introduced on Saturday and in place until February 17, the new rules could scupper Premier League champions Liverpool's trip to Leipzig's Red Bull Arena the day before. Unless they are granted special exemption, Liverpool staff and players would be unable to enter Germany from Britain according to the rules. While coach Jurgen Klopp would be allowed into the country as a German national, he would have to leave most of his team behind. Germany introduced the tougher travel restrictions on certain countries in a bid to limit the spread of new coronavirus variants. The countries affected by the ban are Britain, Ireland, Portugal, Brazil and South Africa, as well as the southern African kingdoms of Lesotho and Eswatini. The entry restrictions cover arrivals by air, bus, rail and sea, and allow exceptions for medical workers and others in key jobs. Yet the interior ministry spokesperson said Monday that there would only be "a few, narrow exemptions".
