PSLE results to be released on Nov 24, pupils to collect results in their classrooms

SINGAPORE - The results of this year's PSLE will be released next Wednesday (Nov 24) and arrangements have been made for pupils to collect their results in their classrooms. The collection of results will start from 11am, added the Ministry of Education (MOE) and the Singapore Examinations and Assessment Board (SEAB) in a joint release on Wednesday (Nov 17). The authorities added that one parent or guardian can accompany each child to collect the results in school. They said that to minimise congestion and intermingling, parents will need to wait at designated areas and observe safe management measures while their children receive the results in the classroom. The parents will not be allowed in or near the classrooms, the authorities said. They added: "We recognise that having the opportunity to collect their examination results in person is an important part of the educational journey, as it gives students the opportunity to be with their classmates and consult their teachers face-to-face on their next steps." MOE and SEAB added that pupils and parents who have received a health risk warning from the Ministry of Health will be allowed to collect the results in-person if they test negative for Covid-19 in an antigen rapid test on Nov 24 before going to school. However, those who are unwell or self-isolating with a positive test result for Covid-19 should not go and collect the results, they added. These pupils can access their results online via the SEAB's candidates portal at this website from 11.45 am on the same day. The system will be accessible from Nov 24 till Dec 7. Alternatively, they can appoint another person to collect the physical copy of their results. If pupils are unable to do either, they should contact their school for help, the authorities added. MOE and SEAB added that the Secondary 1 option form to select secondary schools will be given to eligible pupils when they collect their results. They can also download a copy of the form online from the Secondary 1 Internet System. AskST: What happens when there is a tie in the scoring system for secondary school posting?

SINGAPORE - The secondary school posting results for this year's cohort of Primary 6 pupils will be released on Dec 22. Senior Education Correspondent Sandra Davie answers a question on the posting system. Q: I am awaiting my daughter's secondary school posting results later this month. Can you explain the posting system that will be used this year? What happens when there is a tie-break and does putting a school as first choice give a student priority? A: The new Primary School Leaving Examination (PSLE) scoring system will take effect only next year. So, this year, the old scoring system applies. Pupils will be posted to the secondary school of their choice based on their aggregate score in the PSLE. First, pupils are ranked according to detailed aggregate scores that extend to decimal points. The No. 1 pupil is posted to the school at the top of his list of six choices. Likewise the second pupil and so on, until there are no more vacancies in the school. The pupil who fails to get his top choice will be posted to the next school on his list. If that school is also full, he will be sent to his third-choice school, and so on. Pupils who fail to get a place in any of their choices of schools will be posted to one near their home that still has vacancies. But they must have met the school's lowest PSLE aggregate. Those still without a school will be posted to one in other postal districts that still has vacancies. You asked what happens when there is a tie. Where there are two or more pupils with the same rounded aggregate score vying for the last place in a school, they will be posted based on their citizenship. Singaporeans get in first, followed by permanent residents and international pupils. If there is still a tie - between two Singaporeans, for example - the one with the higher unrounded aggregate score will be posted to the school first. If the two have the same unrounded aggregate score, then posting will be determined by a computerised ballot. You did not say if your daughter's school has an affiliated secondary school. If a pupil wants to go to an affiliated secondary school, then she must indicate it as her first choice. This gives her priority. But it does not guarantee admission; it is subject to the availability of places. Pupils must also meet additional qualifying criteria set by the affiliated secondary school. At least 20 per cent of the total places in each academic course - Express, Normal (Academic) and Normal (Technical) - will be set aside for pupils who do not benefit from affiliation priority. Affiliated pupils who are not posted to their first choice will be considered for their next choice school. You also asked if the order of school choice matters when there is a tie-break. For this year's P6 cohort, the order in which pupils list their school choices does not give them priority in determining who gets a place. For example, your daughter and another pupil are vying for the last place in School A, and they have the same aggregate score and are both Singapore citizens. It will not matter if your daughter listed School A as her first choice and the other student had listed it as her third. In this case, the posting will be determined by a computerised ballot with an equal chance for each student. The choice order of schools will play a more significant role next year when the new PSLE scoring system comes into effect. A pupil who indicates a school as his or her first choice will get a place ahead of someone else with the same score, but indicates it as a second or third choice. The secondary school posting results will be released on Dec 22. Jail, caning for ex-secondary school principal who molested 7 teenage boys

SINGAPORE - The former principal of a secondary school who molested seven teenage boys on separate occasions at his workplace in 2017 was sentenced on Tuesday (Nov 17) to three years and eight months' jail. He will also receive seven strokes of the cane. The boys, who were between 13 and 15 years old at the time, were at-risk youths with family problems. They also had disciplinary records both in school and outside. The 48-year-old Singaporean offender had pleaded guilty in August to three counts of molestation involving three boys. Eight other charges for similar offences, including those linked to the other four boys, were taken into consideration during sentencing. Both the man and the school cannot be named due to a gag order to protect the boys' identities. The man ceased to be employed by the Ministry of Education (MOE) as of Jan 1, 2018. The court earlier heard that the boys were often called to the general office by the school's operation manager, to either serve their detention or be counselled and informed of disciplinary action. "Upon noticing a student... the accused would call him into his room to speak to the student. "At times, the accused would also inform the students' teachers of his intention to speak with them and fix a suitable time for them to meet him at his office on the pretext of discussing their disciplinary issues," Deputy Public Prosecutor Mark Yeo had described in earlier proceedings. The man would molest the boys in his office. The then-principal molested the boy after they entered his office. The DPP said: "(The boy) did not disclose the incident to anyone in its immediate aftermath. Given his disciplinary issues, he felt that no one would believe him if he were to disclose what the accused had done to him." By using a similar ruse, the man molested a 14-year-old boy in September 2017 and a 13-year-old boy the following month. In late October that year, the man molested another 14-year-old boy, who told another victim, a 15-year-old student, about his ordeal. On Oct 25, 2017, the two teenagers told the operations manager about their experience and the matter was reported to the MOE. An MOE officer alerted the police on Nov 6 that year, the court heard. For each count of molesting a child below 14 years old, an offender can be jailed for up to five years and fined or caned.
