2 men to be charged for breaching SHN requirements

SINGAPORE - Two men will be charged in court on Friday (Aug 20) for breaching their stay-home notice (SHN) requirements and thereby exposing others to the risk of Covid-19 infection. On April 30, Thanasegaran Elancharan, 26,  and Yeo Ee Kai, 25, arrived in Singapore from the Dominican Republic and were served with SHNs from April 30 to May 21. The two Singaporeans were each informed by an Immigration and Checkpoints Authority (ICA) officer that they were not allowed to leave their individual rooms in the dedicated facility or have visitors for the duration of their SHN. The two men were subsequently brought to the same dedicated facility in Orchard and assigned different rooms to serve their SHN. On May 11, Thanasegaran allegedly left his room on several occasions and was found loitering in the common corridor without wearing a face mask. The two men also allegedly agreed for Thanasegaran to visit Yeo in the latter's room. Yeo allowed him to enter his room, with Thanasegaran remaining there for about 1½ hours. Those who breach SHN requirements are liable to prosecution under the Infectious Diseases Act, the Infectious Diseases (Covid-19 - Stay Orders) Regulations 2020, or both. First-time offenders can be fined up to $10,000, jailed for up to six months, or both. Those found not wearing a mask or not wearing a mask properly outside their place of residence are liable to prosecution under the Covid-19 (Temporary Measures) (Control Order) Regulations 2020. Manufacturing firm, manager charged for failing to send workers for Covid-19 testing

SINGAPORE - A manufacturing firm has become the first here to be charged for not complying with rostered routine testing (RRT) requirements. Under guidelines from the Ministry of Manpower (MOM), employers are required to schedule their foreign employees for RRT every 14 days to screen for Covid-19 infection. MOM said on Tuesday (July 27) that Bescoat Manufacturing and its general manager Tan Siew Lee allegedly failed to send three of its migrant workers for the testing. Emphasising that RRT is critical to public health efforts to detect and contain the transmission of the coronavirus, the ministry added that it takes a stern view of non-compliance. "Workers who reside in dormitories are required to attend RRT, due to the greater risk of transmission associated with communal living," it said. If found guilty of failing to establish and apply appropriate procedures and controls to comply with RRT requirements, Bescoat may be fined up to $10,000. Ms Tan may be fined up to $10,000, jailed for up to 12 months, or both. MOM said, over the past seven months, it issued composition fines and stern warnings to 10 companies for failing to ensure their workers comply with RRT requirements. 20-year-old charged with abetting breach of stay-home notice, trespassing into SHN facility

SINGAPORE - A 20-year-old Singaporean man was charged in court on Friday (June 18) for abetting the breach of stay-home notice (SHN) requirements by a person on SHN and trespassing into the premises of an SHN dedicated facility. The court heard that he intends to admit to the charges. He will be back in court on July 29. On Nov 28 last year at about 3pm, Sow Kaiser visited his friend who was serving the notice at a hotel and spent about an hour in the room before leaving. Sow allegedly took a lift and entered the hotel's restricted area, where he then used a service lift to get to the room. He was subsequently spotted by the hotel's security guard but left the hotel before he could be apprehended. The Immigration and Checkpoints Authority said on Friday that those who fail to comply with SHN requirements will be liable to prosecution under the Infectious Diseases (Covid-19 - Stay Orders) Regulations 2020. The penalty may be a fine of up to $10,000, or a jail term of up to six months, or both. In addition, those found guilty of trespassing will receive a jail term of up to three months, or a fine of up to $1,500, or both. Man allegedly made false declarations to opt out of serving SHN at dedicated facilities

SINGAPORE - A 58-year-old Singaporean will be charged in court on Friday (March 19) with making false declarations in his application to opt out of serving a stay-home notice (SHN) at dedicated facilities, said the Immigration and Checkpoints Authority (ICA). Vijeyakumar Z Joseph allegedly declared in a physical declaration form at Changi Airport on Nov 22 last year that he had not travelled, in the 14 consecutive days prior to entering Singapore, to any other country or region apart from those listed, ICA said. But it emerged that he had purportedly returned from Jakarta, Indonesia, which is not part of the list. Since Nov 2 last year, travellers from selected countries - which do not include Indonesia - may apply to opt out of serving their SHN at dedicated facilities and serve it at a place of residence subject to criteria. The updated list of countries is available on the ICA website. "Vijeyakumar also allegedly declared in the form that he would be occupying his place of residence alone or with household members with the same travel history as him and serving their SHN during the same duration," ICA added. He was then served with an SHN at his place of residence from Nov 22 to Dec 6. During checks on Nov 25 last year, enforcement officers found him allegedly residing with two other household members who did not share his travel history. Those found guilty of knowingly providing false or misleading information when required to under the Infectious Diseases Act can be fined up to $10,000 and jailed for not more than six months. Since Aug 11 last year, all travellers serving SHN outside of dedicated facilities are required to wear an electronic monitoring device throughout their SHN period. This enhanced surveillance regime allows the government to adopt a more risk-based approach. Travellers from selected countries and regions could also serve their 14-day SHN at a place of residence, said ICA. It also warned people "to submit truthful and accurate information for all health, travel and SHN-related declarations" or face "firm enforcement action". "Strict compliance with SHN requirements is key to safeguarding the health and safety of our population," ICA added. "All travellers who opt to serve their SHN at their place of residence must remain there at all times. Their movements will be monitored through electronic monitoring and random physical checks." Man allegedly left hotel room to meet wife twice while under stay-home notice

SINGAPORE - A 38-year-old permanent resident was charged in court on Friday (March 5) for allegedly leaving his hotel room twice to meet his wife while he was under a stay-home notice (SHN). Bai Fan, who is American, is said to have done this on Sept 19 and 20 last year. The Immigration and Checkpoints Authority (ICA) said he had arrived in Singapore on Sept 19 from China after transiting Hong Kong. His SHN was from that day to Oct 3. Instead of remaining in Fairmont Singapore after checking in there, the man met his wife, who picked him up at the hotel. On Sept 19, the couple spent about an hour and forty minutes together in a car in the vicinity of the hotel. The next day, they spent five hours together in the same car and drove to a carpark nearby as well. His case has been adjourned to March 26. Reminding members of the public to comply with SHN requirements to safeguard the community's health and safety, the ICA reiterated on Friday: "All travellers are to comply with the prevailing public health regulations and requirements in Singapore." Those who fail to comply, including individuals who tamper with or remove the electronic monitoring device, or both, during the SHN period, will be liable to prosecution. Violators can be fined up to $10,000, jailed for six months, or both. Foreigners who breach the requirements may face further administrative action by the ICA or the Ministry of Manpower, and may have their permits and work passes cut short or revoked.
