SINGAPORE - Singaporeans may soon be able to display the national flag on occasions other than National Day without falling foul of the law, as the authorities conduct a general revision of rules to encourage the public to use national symbols with "more confidence". The Ministry of Culture, Community and Youth (MCCY) said on Friday (Oct 29)that it will look into amending the Singapore Arms and Flag and National Anthem (Safna) Act, which limits public display of the national flag to between July 1 and Sept 30, to possibly include more occasions for households to display the flag. It is also seeking to review and simplify guidelines surrounding the artistic and commercial use of national symbols like the national flag, anthem and the pledge so local artists and designers can use them more without undue fear. The likely amendments to the Safna Act and the guidelines on the use of national symbols will be presented to the public and finalised next year. Other non-legislative changes that will soon be put in place include developing a standardised sign language for the national pledge and anthem, as well as collaborating with organisations to make the national symbols more prominent in people's lives. There could also be art education in schools that will help students appreciate and treat national symbols in artistic works respectfully. Places like Esplanade - Theatres on the Bay and the Merlion could also be more formally recognised as places of significance to Singapore's history and public image. The MCCY response comes three months after a citizens' work group issued a report in July that called for the authorities to relook at how people could more creatively use national symbols, while preventing abuse, so that they stay relevant to Singaporeans. A piece of common feedback the workgroup received was that people had little opportunity to recite the national anthem or sing the national pledge after their schooling years, and that people want to be less apprehensive about using the symbols everyday, such as in food, fashion, street art and new media. Members of the workgroup cited rock icon Ramli Sarip's more soulful rendition of the national anthem in 2019 as an unconventional use of the symbols by an artist that struck a chord with listeners. One also said many former offenders find the national anthem's line "Dengan semangat yang baru", or "in a new spirit", to particularly resonate with them, and that these connotations could be better expressed if more creative uses of the line were allowed. Incidentally, Aisyah Aziz's National Day Parade song, Spirits Anew, this year used "Dengan semangat baru/ We will rise" to great effect this year. Minister for Culture, Community and Youth Edwin Tong said on Friday: "The workgroup has rightly recognised the importance of public education and engagement for our symbols. As they pointed out in their report, there is room for more intentional efforts to feature the symbols and their meanings in key national milestones as well as everyday life. "As MCCY refreshes our governance of the symbols, these recommendations provide valuable insights into how Singaporeans can connect with and safeguard our symbols." The Government had extended the flag display period last year so it could serve as a rallying symbol during the ongoing Covid-19 pandemic, and the workgroup had said this relaxing of rules could be repeated. Queenstown to be Singapore’s first health district with senior-friendly design, community programmes
SINGAPORE - Singapore's first and oldest satellite town Queenstown will be carved out as a health district in a pilot programme to support residents to lead healthier and more productive lives. This will be done through more integrated planning and design of the estate and more community-driven programmes, said National Development Minister Desmond Lee on Wednesday (Oct 20). The goal is to encourage "purposeful longevity" through opportunities for seniors to engage in paid work, volunteering activities and lifelong learning, said Mr Lee at the HDB Awards ceremony held at HDB Hub. One of the ways is to develop "affordable and usable technology that helps residents to take care of their health better and to age in place gracefully", he added. Mr Lee noted there is an increasing need to shift disease management away from acute hospitals to the community. "This means focusing on preventive and primary care, and take care of people before they fall so sick that they need to go to the hospital, so that healthcare becomes more about enhancing health, rather than just treating sickness," said Mr Lee, adding that the built environment has a key role to play in this. To improve residents' access to preventive health services, health screenings and talks will be brought closer to residential areas and conducted within the community, he said. Partners such as Lions Befrienders Service Association, the Agency for Integrated Care and Queenstown Grassroots Organisations will also help residents navigate the healthcare system. To encourage more residents to lead active lifestyles, greater emphasis will be placed on planning and designing the built environment. An example is a jogging loop at the carpark rooftop garden at Queen's Arc, a Build-To-Order (BTO) project in Queenstown launched in August. There are also urban farming spaces, along with a pedestrian mall with wellness-themed amenities and flexible spaces that can be used to hold community programmes. SINGAPORE - A Singaporean man, 24, who allegedly wakeboarded at the War Memorial Park on July 17, will be charged in court on Monday (Sept 13) with wilfully interfering with a national monument. In a joint release, the Singapore Police Force and National Heritage Board said he will be charged under Section 22 of the Preservation of Monuments Act. The agencies said that the police received a report on the incident on July 18. Four other people, aged between 18 and 24, are also being investigated for their involvement in the act. "National monuments are important markers of our identity and highlight key milestones in Singapore's history," the agencies said. "The Civilian War Memorial, a national monument, is dedicated to the civilian victims of the Japanese Occupation. Due respect must be accorded to our national monuments, in particular war memorials, and all acts of disrespect are unacceptable," they added. If found guilty, the man can be fined up to $30,000, jailed for up to six months, or both. A 31-second video of the alleged incident was circulated online in July. In it, a man was seen wakeboarding across the water feature of the park in Beach Road, performing a trick with his board that hit the base of the monument.
