SINGAPORE - The expanded Vaccinated Travel Lane (VTL) scheme here has given the meetings, incentives, conventions and exhibitions (Mice) sector a boost, with industry players noting growing interest among their clients. Mr Mathias Posch, president of International Conference Services, told The Straits Times that several large-scale conferences are now considering Singapore as a destination, including discussions about relocating conferences from other Asian destinations to the Republic. He said: "The VTLs are an important signal to our industry that Singapore is opening up to international travel, and that helps with booking hesitancy that we have experienced in recent months. It is a good start and shows the commitment of the Government to having international travel resume." Asia-Pacific managing director for BCD Meetings and Events, Mr Sanjay Seth, said its Singapore office alone has received a dozen new inquiries since Oct 9, when the first major expansion of the VTL scheme was announced. The scheme, which allows quarantine-free travel between Singapore and several countries, is a significant step for the industry here, which relies heavily on foreign attendees and in-person networking. The countries include the United States, Canada, The Netherlands, Denmark, France, Italy, Spain, Britain, Germany, Brunei and South Korea, as well as Australia and Switzerland, which were added to the list on Oct 26. Managing director of Koelnmesse Singapore, Mr Mathias Kuepper, said the promising news on the VTL expansion has resulted in an uptick in inquiries from exhibitors originating from VTL countries for one of its events next year. While welcoming the expanded VTL scheme, some industry players feel it is not enough on its own to help the sector recover from the impact of Covid-19. Other factors, such as easing of domestic health restrictions and a clear road map, need to fall into place before the sector is primed for full recovery, they said. Ms Sarah Chew, executive director of design and production company Kingsmen Exhibits, does not expect a huge impact with the current list of VTL countries. "With international events in Singapore previously, we rely on Asian regional attendees," she said, noting that many Asian countries are not on the current VTL list. But a bugbear for organisers is having to split participants into zones of 50 people each, with no intermingling allowed. Mr Dylan Sharma, vice-president of advocacy and communications at the Singapore Association of Convention & Exhibition Organisers & Suppliers, said the VTLs are a "huge leap forward" in the safe reopening of Mice events. But what is equally important is a clear road map for the reopening. He said: "While the increase in event capacity... is a vital step... it remains a far cry from what we hope to achieve, which include, among other things, a liberalisation and lifting of current zoning requirements." Agreeing, Mr Seth said a clear road map would go a long way, as a large-scale Mice event can take a year or more from planning to execution, making it vulnerable to sudden changes. There must be consistent protocols so business owners can plan ahead confidently, as a cancelled event can mean time and money lost. The protocols, with some already in place, can help Singapore stand out from other markets with inconsistent standards, he added. One example is the SG SafeEvent certification that venue operators and event organisers can attain if they uphold hygiene benchmarks. The Singapore Tourism Board has also developed a Safe Business Events framework to help event organisers conduct events safely, from implementing infection control measures to a plan for emergencies relating to Covid-19. More than 160 Mice events have been held under the framework. Before the pandemic, the Mice sector supported more than 34,000 direct and indirect jobs with a value-add of $3.8 billion, or 0.8 per cent of Singapore's gross domestic product. Without further easing on capacity curbs and the shows allowed to be held, the industry will continue to struggle, said Mr Jean-Francois Quentin, chief executive of event management company Constellar. He said: "The current cost of organising events is prohibitive when you consider mandatory safe management measures. Exhibitors are also unlikely to participate with the limited number of attendees as they will not see a reasonable return on their investment." At some Mice events, activities such as dinner parties after the event are an important part of networking. Vice-president of Informa Markets in Asia, Mr Ian Roberts, said: "We have been working with the Singapore Government and they have been very helpful... But there are still a lot of restrictions around dining out and meeting people." The Bloomberg New Economy Forum (NEF) later this month was cast into the spotlight after groups of five, including non-NEF delegates, were allowed to dine together at NEF venues and other designated restaurants. SINGAPORE - Sport Singapore (SportSG) has also released details to explain the impact of Covid-19 restrictions announced on Friday (May 14) on sporting events. Sporting events Q: What sporting events are currently permitted? A: Mass participation sporting events will not be permitted. Organisers are to work with SportSG to cancel or postpone the events to a later date. All other sporting events, including live spectator sporting events, sport competitions and tournaments, will be subject to approval before they can proceed. There will be no spectators allowed at sporting events and competitions. National sports associations (NSA) that are organising competitions and tournaments related to qualifications for international competitions for national athletes should approach SportSG early to discuss their plans. This applies to all sporting events, including those that have previously been endorsed by SportSG. Q: I have previously submitted my application and received SportSG's endorsement to organise an event. Can I still carry on? A: The multi-ministry task force announced that from May 16 to June 13, there will be further tightening of safe management measures to curb the transmission of Covid-19 within the community. In view of this, all sporting events (for example, mass participation, tournaments/ competitions) that have previously been endorsed by SportSG, will not be permitted to take place. Organisers are to cancel or postpone the events to a later date, to safeguard the community against infections. Q: I represent an NSA and would like to conduct a tournament/competition during this period for athletes' international qualifications. Is it still possible? A: NSAs are advised to approach their NSA partnership officer from SportSG as soon as possible to discuss these plans, and to obtain approval for the event before they can proceed. Large outdoor group classes Q: I am a registered instructor under SportSG's large group outdoor classes. How does the latest measures affect me? A: Approved large outdoor classes in public spaces such as parks and Housing Board common areas can continue. For organised programmes and indoor classes, an additional service provider (such as an instructor or a coach) from a permitted enterprise may guide the group. Multiple groups of two remain allowable up to 30 participants or the capacity limit of the venue, whichever is lower, if the activity is of low intensity with participants wearing masks at all times. The groups of two are not to intermingle and must remain 3m apart. If the activity is of high intensity where masks have to be removed, only two persons are allowed (including instructor or coach) and there can be no multiple groups of two.
SINGAPORE - Singapore has launched a new certification programme for the meetings, incentives, conventions and exhibitions (Mice) sector for large-scale events to be conducted in a safe manner. Event organisers, venue owners and suppliers who meet strict benchmarks and uphold best practices in areas such as hygiene and sanitisation, safe distancing and emergency management will be able to display a mark of assurance that they meet Singapore government standards, which can serve to assure global participants, such as conference attendees. The SG SafeEvents Certification, billed as a first-of-its-kind programme, was launched on Wednesday (April 7) by the the Singapore Association of Convention and Exhibition Organisers and Suppliers (Saceos). The certification is aimed at giving Mice players here a competitive edge as they recalibrate their business operations for a Covid-19-safe marketplace, said Saceos president Aloysius Arlando. Adherence to the national standards provides a mark of assurance to the industry and the global community that events organised by certified organisers and suppliers, and held at certified venues, are "recognised under the programme to be safe, and the health and well-being of all involved are managed with the utmost care and consideration", he said. The provisional standard goes beyond current government-mandated safe management measures and complements the Singapore Tourism Board's (STB) safe business events framework, which hybrid events such as TravelRevive and Geo Connect Asia 2021 have followed. To be certified, event organisers must also have a risk management plan and use contactless technology where feasible, while venue operators must develop a routine and periodic cleaning and disinfection plan. The programme, announced at STB's annual Tourism Industry Conference, will run for three years, after which there are plans to use the experience gained to turn the SG SafeEvents Certification into a full-fledged Singapore standard. Ms Jeannie Lim, assistant chief executive of STB's policy and planning group, said the SG SafeEvent standards contribute to Singapore's post-Covid-19 reopening efforts. "As we progressively resume larger events and welcome more overseas visitors, we must ensure that the industry is ready to implement the necessary safeguards and systems to ensure the well-being of our visitors as well as the local community," she said. Companies in the Mice sector that wish to be certified under the provisional standard can register their interest with Saceos to attend an industry briefing in May, where more details of the certification process will be announced. SINGAPORE - The decision by the World Economic Forum (WEF) to postpone its leadership summit in Singapore has not deterred those planning other major events here, such as the Shangri-La Dialogue in June. Several organisers of upcoming high-profile meetings, conferences and exhibitions told The Straits Times on Friday (Feb 5) they would press ahead. While some pointed to pre-existing plans to scale down or adopt a hybrid format including virtual elements, all acknowledged that they were still working out specifics amid the uncertainty of the global Covid-19 pandemic. Explaining the rescheduling of its special annual meeting from late May to between Aug 17 and Aug 20, the WEF said worldwide travel restrictions and differing quarantine and air transport regulations had posed challenges to its plans to gather global leaders face-to-face. But the other high-level event of the year - the annual Shangri-La Dialogue by the London-based International Institute for Strategic Studies- remains committed to its dates of June 4 to 6. The Dialogue, which was cancelled last year for the first time since its inception in 2002, gathers defence policymakers from around the world to discuss security issues at the eponymous Singapore hotel. "We are watching the international Covid-19 situation closely and, if necessary, will review the dates for the event," a spokesman said. Other events also sticking to schedule, but with plans for largely virtual iterations, include the World Cities Summit by the national development ministry's Centre for Liveable Cities and Urban Redevelopment Authority. The biennial meeting was originally set to be held at the Marina Bay Sands' Expo and Convention Centre from June 20 to 24, in conjunction with the National Environment Agency's CleanEnviro Summit and Singapore International Water Week by water agency PUB. For Singapore Maritime Week from April 19 to 25, some public activities such as learning tours traditionally held around the event will be cancelled, said its organiser, the Maritime and Port Authority of Singapore. In the same week, the Singapore Yacht Show, slated for April 22 to 25 at One Degree 15 Marina in Sentosa Cove, expects to put on a local-only event, in contrast to its 2019 show which attracted more than 60 per cent of its exhibitors from overseas. "I honestly can't see Singapore easing its borders by April," said the Yacht Show's founder and chief executive Andy Treadwell. Currently, with "reciprocal green lane" arrangements with Germany, Malaysia and South Korea suspended till the end of April, only business or official travellers from Brunei and some Chinese cities are allowed into Singapore. Short-term visitors from these places, as well as New Zealand, Taiwan, Vietnam and Australia - excluding the state of New South Wales - can also apply to enter. Outside of these countries, a small number of special exemptions are made for top executives in sectors such as banking and from areas like Europe, according to a Business Times report. Even then, most events in Singapore are limited to 250 attendees. A separate track allows for larger, Covid-19-tailored prototypes - such as the TravelRevive show last November, which drew some 1,000 in-person attendees including 65 foreign delegates from 14 countries. In selecting these prototypes, the Singapore Tourism Board assesses the event risk profile - and organisers' readiness and ability to implement safe management measures, said its executive director of exhibitions and conferences Andrew Phua. With the coronavirus pandemic making large-scale events impossible, organisers have had to find ways to stage conferences and sporting events while abiding by safe distancing measures. Enter hybrid events, which allow a mix of virtual participants and some who are physically present at the event venue. This new approach has become increasingly popular in the new normal, and Singapore has been quick to embrace the mixed format as a way to keep its battered meetings, incentives, conventions and exhibitions (Mice) sector going amid the pandemic. The pandemic resulted in the cancellation of several major events, including this year's Singapore Airlines Singapore Grand Prix. Apart from disappointed Formula One fans, attendees of the All That Matters conference - which gathers the most influential players in the global sport and entertainment industry, and is held annually in the build-up to the night race - were also left frustrated as the business forum at The Ritz-Carlton, Millenia Singapore could not proceed in its usual manner. Due to Covid-19, tens of thousands of fans can no longer gather to share the emotion of live sport. Mice events that brought together industry leaders and experts now do not have the licence to move freely across borders. But adversity is also fertile ground for innovation. Both sectors have taken steps to evolve into hybrids. As Minister for Culture, Community and Youth Edwin Tong recently described it, event organisers are leveraging technology to deliver "a more engaging and interactive experience within safety guidelines" for consumers. The Standard Chartered Singapore Marathon, which in the past welcomed about 50,000 runners, is one such example. Its managing director Elvin Ting noted that the merging of the online and offline space will be the new normal for mass sports events till the pandemic is over. The Government, through national agency Sport Singapore, launched the "Blended" initiative in October, with $5 million set aside for event organisers, event management companies, private academies and clubs to engage Singaporeans via "phygital" hybrid events.
