Second G20 DEWG focuses on digital connectivity for recovery

At the meeting, Minister Plate emphasized the importance of overcoming the digital divide by building digital connectivity or telecommunications infrastructure. During the second DEWG meeting, he urged that the discussion focus on inclusiveness, empowerment, and sustainability for strengthening the global position and recovering from the COVID-19 pandemic. The digital divide has remained an issue until now. According to data from the International Telecommunication Union (ITU), in 2021, a total of 2.9 billion people across the world had never used the Internet. Meanwhile, according to the World Bank data for Indonesia, 94 million adults could not access the Internet via mobile devices in 2019. “The digital divide remains a challenge. Those who have access to fixed broadband Internet are even fewer,” Plate pointed out. The digital divide has become one of the reasons for the G20 DEWG forum to discuss the issue of digital connectivity. The Ministry of Communication and Informatics, which is in charge of the DEWG, is seeking to address the digital divide by strengthening collaboration to drive massive construction of digital infrastructure between G20 member countries and the rest of the world. Digital Connectivity The discussion on connectivity has become more relevant in the wake of a global economic turmoil that has affected food, commodities, and energy availability as well as caused the inflation rate to soar. “The discussion on digital connectivity becomes important at the second DEWG meeting because after the COVID-19 pandemic, the economy is greatly supported through the use of digital connections in solving various community problems as well as empowering the community itself,” Minister Plate emphasized. Taking into account the importance of the digital connectivity issue, the priority issue of DEWG is discussed in five subtopics. Some MyRepublic broadband users face connectivity issues for more than 24 hours

SINGAPORE - Some customers of Internet service provider MyRepublic were hit by a broadband outage on Thursday (Dec 31) morning and there were reports of the problem continuing for more than 24 hours. Connectivity issues were reportedly experienced from 7.34am on New Year's Eve by users in various locations, including Yishun, Sengkang and Yio Chu Kang. "In response to queries from The Straits Times, a spokesman from MyRepublic said that less than 100 subscribers, which made up 0.1 per cent of its users, were affected by the disruption. “There are a small number of customers who were affected yesterday who are still having connectivity issues, and these are being handled on a case by case basis,” he said. “Our customer service team has reported that most of the inquiries in today are day-to-day technical issues which are unrelated to the outage in the previous day,” he added. The Infocomm Media Development Authority was also updated about the outage following the company’s policies and regulations." MyRepublic acknowledged the incident in a Facebook post at 10.55am on Thursday. The service provider said it was "aware of a broadband network disruption affecting the connectivity of a small amount of our customers" and that it was investigating. In an update at 1.48pm, MyRepublic said "connectivity has been restored for affected subscribers". It also advised customers who were still facing these issues to switch off their optical network terminal and router for 10 minutes before turning them on. But several customers said they were still unable to connect to the Internet on Friday morning. According to the website Downdetector which records Internet outages, there were 22 reports of connectivity issues at 10.33am on Friday. "It still wasn't working when I tried this morning around 9.50am," said Mr Alvin Ong, 40, who lives in Sengkang. Since facing connectivity issues at 7.45am on Thursday, Mr Ong has tried restarting at least eight times as instructed, but to no avail. While his work was unaffected as he only had to send a few e-mails on Thursday, he and his family missed the Year End countdowns online. "I've been a subscriber for around six years and this is the first time I have experienced such a major outage," said the manager at a non-profit. "When MyRepublic wrote that it was a minor incident, I thought it was strange because anything more than six hours should be a major outage especially since it's a work day, and many people are working from home." Facebook user Zep Jobs said: "Wow, it's still down after more than 24 hours and MyRepublic can't even be bothered to update customers. This is getting really frustrating." Another user Janelle Vizconde added: "So because it's a holiday, nothing will happen today too. Happy New Year no WiFi."

Central banks in Singapore and the Philippines to work together on data connectivity

SINGAPORE - The central banks of Singapore and the Philippines issued a statement of intent on Monday (Nov 16) that they will work together on data connectivity. Unlike data localisation - the practice of keeping data within a country's borders - data mobility in the financial sector supports economic growth and the development of innovative financial services, said the Monetary Authority of Singapore (MAS) and Bangko Sentral ng Pilipinas (BSP). They added that it also makes cross-border money laundering, terrorist financing patterns and proliferation financing easier to detect, and that it helps with the defence against cyber attacks and the management and assessment of risk on a global basis. In the statement, MAS and BSP said they intend to promote the adoption and implementation of policies and rules that facilitate three goals with respect to the operation of banks and non-bank financial institutions that fall under their jurisdiction. To begin with, the institutions should be allowed to transfer data, including personal information, across borders by electronic means, provided this activity is for the conduct of business within the scope of their licence, authorisation, or registration. Second, the location where these institutions can store and process their data should not be restricted as long as both central banks have full and timely access to the data necessary to fulfil their regulatory and supervisory mandate. Lastly, if they are unable to access the data, institutions should have the opportunity to remedy the lack of access before being required to use or locate computing facilities locally. The statement of intent issued on Monday is not legally binding and is subject to the domestic laws and regulations of Singapore and the Philippines. It also does not restrict MAS or BSP from adopting or maintaining measures to protect personal information, personal privacy and confidentiality of individual records and accounts. Any transfers of data, including personal information, across borders through electronic means by institutions should be subject to the applicable laws, rules and regulations of Singapore and the Philippines on data privacy, security, governance, and confidentiality of individual records and accounts, said MAS and BSP. The statement of intent comes after MAS chief Ravi Menon said in June at the Caixin Summer Summit 2020 that cross-border trade could benefit from deepening digital and data connectivity.
